NEW HAVEN >> A surface car park that the city could never convince owners to fill the garage will now be transformed into a one-story apartment complex with parked hotel rooms.

On Tuesday, attorney Caleb Hamill, representing David Cooperberg of Cooper Church LLC / Elm Cooper LLC, sold the 105-unit apartment complex with 21 hotel rooms and a two-story garage to Downtown Worcester Square Community Management, presented to team members.
